Wise Words that Inspire

"If you want to change the world, prepare to feel the full force of the reaction against you from those that have the most to lose." Niccolo Machiavelli

"The earth does not belong to man, man belongs to the earth. All things are connected like the blood that unites us all. Man did not weave the web of life, he is merely a strand in it. Whatever he does to the web, he does to himself. One thing we know: our god is also your god. The earth is precious to him and to harm the earth is to heap contempt on its creator". Chief Seattle

Queensland & SA to Implement Environmental Housing

Following on from the BASIX initiative in NSW and the 5 Star scheme in Victoria, two other states (Queensland & SA) have recently announced environmental housing initiatives.

Electric Water Heaters to be banned

One of the key measures is the banning of electric water heaters in all new homes in both states - electric water heaters are very inefficient resulting in higher levels of greenhouse emission compared to other types of water heaters such as solar hot water.

Building a new home in Queensland?

As from 1st March 2006, all new homes in Queensland will be required to include a range of water and energy saving measures such as:

  • an energy efficient hot water system (solar hot water, heat pump or continuous flow gas)

  • energy efficient lighting

  • AAA rated showerheads

  • dual-flush toilets

  • water pressure limiting devices

The Queensland government has stopped short of mandating rainwater tanks in all new homes in the hope that the water measures above will help achieve the reduction in water consumption required for all new homes - tough water restriction measures are in place in many parts of Queensland.  About 40,000 homes are built in Queensland each year.

Building a new home in South Australia?

In South Australia, all new homes will be required to include an energy efficient water heater such as solar, heat pumps or instant gas. If town is gas available then people have the option for gas boosted solar, heat pumps or gas hot water systems. If gas is not available then there is a choice between electric boosted solar and heat pumps.

The Bush-Howard Kyoto Alternative

Leaders of six of the world's biggest producers of greenhouse emissions (USA, Australia, India, China, Japan and South Korea) recently met in Ventienne Laos and signed a joint "Vision Statement" to cut greenhouse emissions. The group has now adopted the grand title of the "Asia-Pacific Partnership on Clean Development and Climate" or the APPCDC.

Australia and the USA have continually refused to sign the Kyoto Protocol arguing that it would unfairly punish major coal dependent economies (like Australia and the USA) whilst other major coal producing countries like China and India were not compelled to sign up to reductions in carbon emissions.

The new APPCDC agreement essentially argues that the development of technology-based solutions - not legally binding targets for emission reductions as with the Kyoto agreement - is the way forward.

The signatories to the APPCDC agreement aim to make progress in the transfer of technology from developed to developing countries in the areas of:

  • energy efficiency
  • methane capture and use
  • rural/village energy systems
  • "clean coal"
  • civilian nuclear power
  • advanced transportation
  • liquefied natural gas
  • geothermal building and home construction/operation
  • bioenergy
  • agriculture/forestry, and
  • hydropower/wind power/solar power.

In his support of the agreement, the Australian Prime Minister announced: "The Vision Statement ... tackles head-on the need for greater emphasis on new and more effective technologies to reduce greenhouse emissions from the use of fossil fuels. The fairness and effectiveness of this proposal will be superior to the Kyoto Protocol".

Critics of the APPCDC agreement point out that the agreement lacks any binding targets or firm commitments and "risks being a lot of hot air" (Don Henry, Director of the Australian Conservation Council). They also draw attention to the fact that 4 of the signatories to the new agreement (Australia, China, the USA and India) are amongst the biggest coal producers in the world with powerful coal industries strongly opposed to the Kyoto Agreement and who collectively produce 40% of the world's greenhouse emissions.

The APPCDC group plans to meet again in Adelaide in November 2005 to formulate more detailed targets.

Just how much the new agreement may end up simply becoming rhetoric may be indicated by the Bush Government's new Energy Bill which provides about US$14.5 billion in incentives to new domestic US oil and gas exploration and the construction of new nuclear power plants (2 to be built in the USA in 2006).

If you have any old "Solar not Nuclear" banners from the protest marches of the 1970s and 1980s now seems like a good time to dig them out - it looks like we are going to need them!
